Quebec Has Invited More Than 400 Foreign Workers under the Arrima System

In the new invitation round held under the Arrima immigration system, Quebec has invited candidates whose previous applications had been canceled as part of the immigration reform.

Quebec has invited 444 foreign workers to apply for a Quebec Selection Certificate (Certificat de sélection du Québec, CSQ). 

In the latest draw held on August 19, Quebec invited candidates who had an Arrima profile and whose previous applications had been canceled as part of the immigration reform adopted on June 16, 2019.

Applicants had to meet the following criteria to get an invitation in the draw held on August 19:

  • Their applications submitted under the Quebec Skilled Worker Program have been canceled pursuant to Section 28 of the Act to increase Quebec’s socio-economic prosperity and adequately meet labour market needs through successful immigrant integration.
  • They created a profile in the Arrima system before December 17, 2019.
  • Their applications canceled pursuant to Section 28 were submitted under Section 5.01 of the Regulation respecting the selection of foreign nationals OR they were in Quebec on June 16, 2019 and had a study or work permit issued pursuant to Immigration and Refugee Protection Regulations.

Applicants wishing to immigrate to Quebec under the Quebec Skilled Worker Program must first create, fill out and publish a profile in the Arrima system. Such a profile is considered an expression of interest in immigration to Quebec. The Ministry of Immigration, Diversity and Inclusion of Quebec examines the profile database and sends invitations to candidates who meet certain criteria based on the needs of the provincial labour market.

In the previous draw held on July 17, 259 invitations were sent to candidates who had an Arrima profile and a job offer, as well as to foreign citizens who must perform their duties in Quebec as diplomats, consular officers, and representatives of intergovernmental organizations such as the UN.

The Ministry of Immigration, Diversity and Inclusion has announced that several more draws will be held before January 16, 2020, during which more invitations to immigration candidates will be sent.
